If you push it into the water too fast (with the car), then it will go out too far, and you can't jump onto it. When you get close, get out of the car, and push it in by running into it with youre body. When you get passed the pipe, push the car towards the shore very slowely. When the car smokes, do the health cheat to the car too. The bout may start to smoke, when it does, you can stop the smoke with the health cheat (R2 R2 L1 R1 left down right up left down right up) you have to put this cheat in when youre in the boat. You'll go flying! When you land, get out of the bout, and steel a car that is tough (Not the Tank!!) like a truck or something, and push the boat past where that big pipe in the water is.
